SUBJECT: Bill No. 22, Draft 2; an Ordinance Amending Chapter 2, Article 2; Adding a New
Article to Chapter 2; and Amending Chapter 4, Articles 2, 3, 4, and 9, of the
Hawaii County Code 1983 (2016 Edition, as Amended), to Create an Animal
Control and Protection Agency.
Attached please find Bill No. 22, Draft 2. During its meeting on February 7, 2023, the
Committee on Governmental Operations and External Affairs amended Bill No. 22 with the
contents of Communication 91.1, resulting in this Draft 2.
