Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year, for a
multi-year agreement for Microsoft software licensing. The Department of Information
Technology indicates that this agreement will provide the best pricing and benefits of Microsoft
software.
In order to maintain uninterrupted service,the Department of Information Technology
respectfully requests that a breach be authorized to submit this resolution after the February 2,
2023 submission deadline, and to waive it from the Finance Committee in order to be placed on
the February 22, 2023 Council agenda. If there are any questions, please do not hesitate to call

Microsoft Enterprise Agreement for 3 years

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Seeking authorization to enter into a three (3)year agreement to continue the County's participation in the
Microsoft Enterprise Agreement program. The Enterprise Agreement program is a volume licensing program
designed for organizations with 500 or more devices or users that need to license Microsoft products for their
enterprise. The program provides cost effective licensing options and flexibility with Microsoft technologies.
Under the Enterprise Agreement, the County is authorized to license multiple Microsoft products, including
Windows operating systems, for both desktop and server, Micorsoft Office and other software offerings. In
addition, The Enterprise Agreement program provides volume discounts, centralized management of
software assets, technical support and training. j
The Department of Information Technology has been participating with the Microsoft Enterprise Agreement
program since 2017. The County of Hawaii will need to continue with this program in order to ensure all
Microsoft software products remain operational.

RE: Resolution No. 59-23 RESOLUTION AUTHORIZING THE
PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN
ONE FISCAL YEAR FOR A MULTI-YEAR AGREEMENT FOR SOFTWARE
LICENSING
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
