Subject:Testimony of support for library land
submit this testimony in support of the land lease agreement for a Hawai'i State Public
Library in Waikoloa Region, Resolution 51-23, which is being considered at the County Council
Meeting on Tue, Feb 7.
The property located within the County's Kamakoa Nui Subdivision is approximately
2.567acres, and would be used for the purposes of developing, building, and operating a
public library.
Fourteen years ago State Representative Cindy Evans (now County Council Member) organized
the Friends of the Library.Waikoloa Region. The primary goal was to bring a Hawai'i State
Public Library to Waikoloa Village.
The population in the Waikoloa zip code is now near 8,000. Almost 800 students attend the
Waikoloa Elementary and Middle School. Students of high school age are bused to Kealakehe
High School in North Kona. qq '

The percentage of families who speak a language other than English at home is 32. The
percentage of families who live in poverty is 7. There are four affordable housing projects in
the area.
Waikoloa Village needs a library here and now. We have to drive 60" round trip to Waimea or
1' 30" round trip to Kona to check out or return library materials or use a library computer and
wifi . The people who are most likely to have the greatest need for a library are not able to
make these trips.
Cindy Evans arranged for the state library system to donate a Bookmobile to Friends of the
Library which is parked and operated daily from gam-yam and served by volunteers. This is not
a true library as it is not connected to the state system. It is a book exchange.
Those of us who have served on the Friends of the Library board and are 80 and over
desperately hope that we will live long enough to walk through the doors of the new library.
This is the fourth building site to have been considered in fourteen years. Please make this
happen.
