Developers should not have their rezonings extended only by the Planning Director. The county council should do these extensions, AND after 1 extension the developer should have to resubmit. This gives the public more chances to testify. This should also result in developers actually completing their developments on time and not "flipping" properties after they get the entitlements to another investor/developer. Hopefully,the public and the council can also require that the developers increase the infrastructure (roads, sewers and water systems)that serve their new home developments or commercial properties before they sell one house. Otherwise, this expense will be borne by taxpayers with existing homes and possibly raise property taxes. I have attached my edits of the Subdivision Code with numerous changes proposed to update the code. Here is another issue that is important to know for good planning. When I worked for council member Brenda Ford,we asked the Planning Department: "If everything that has current zoning was built in Kona, how many new houses would there be?"
