Your Committee on Finance,to which was referred Resolution No. 46-23,reports as follows:
Resolution No. 46-23, transmitted by Finance Director Deanna S. Sako, via Communication No. 85
dated January 20, 2023, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year agreement for software maintenance and user support.
This resolution authorizes the Mayor to enter into a five-year agreement with Ventiv Technology,
Inc. with an approximate one-year cost of$17,094 for the first year and a gradual yearly increase ending
at approximately $19,239 for the final year, for maintenance and user support for the Department of
Human Resources, Workers' Compensation Division.
Human Resources Director Waylen Leopoldino introduced Human Resources Manager Sommer Tokihiro
to provide a detailed overview. Ms. Tokihiro explained that this software is used to process workers'
compensation claims and explained how this software interfaces with multiple programs that the County
currently uses to file and expedite claims.
Mr. Kaneali`i-Kleinfelder asked Ms. Tokihiro if the agreement can be canceled if, at any point,the
department finds that this software is not up to par and does not perform as expected. Ms. Tokihiro
confirmed that if there should be any unresolvable issues,the department can terminate the contract.
Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be
approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 46-23, and
recommends its adoption.
