Your Committee on Finance,to which was referred Resolution No. 48-23,reports as follows:
Resolution No. 48-23,transmitted by Finance Director Deanna S. Sako, via Communication No. 87
dated January 20, 2023, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi-year lease of four walking floor trailers for the Department of Environmental
Management.
This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate
monthly cost of$15,600 for equipment to collect and transport refuse.
Committee Chair Matt Kaneali`i-Kleinfelder asked Environmental Management Director Ramzi Mansour
how many walking floor trailers the department currently has. Mr. Mansour answered that he did not
have those numbers on hand,but further emphasized the necessity for this trailer.Mr.Kaneali`i-Kleinfelder
asked Mr. Mansour to provide an inventory of what the department has, what they ordered, and what is
incoming at the next meeting so that the Council can understand the ask and what the department needs.
Pursuant to Section 10-11,Hawai`i County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be
approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 48-23, and
recommends its adoption.
