Subject: Resolution of the Council of the County of
Hawaii Transferring an Appropriation Out and
From the Contingency Relief Account and Crediting
Same to the Finance Administration and
Budget-OCE Account
Enclosed please find the above titled resolution and supporting
information. The resolution will transfer $50,000 from the
Contingency Relief Account to the Finance Administration and
Budget-OCE Account. The funds being transferred will be used
to pay for the County's share of the appraisal fee and such
other incidental cost related to the land exchange authorized
under Resolution No. 113 99 (Draft 3).

A. REQUEST:
Transfer of $50,000 from Account No. 5101.91, Contingengy Relief,
to Account No. 5121.02, Finance-Administration and Budget OCE
for appraisal fee.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL• SHEETS AS NEEDED):
Resolution No. 113 99 (Draft 3) authorized the Finance Director
to dispose of certain Hamakua Sugar Company, Inc, lands now under
County ownership by land exchange, on a value for value basis,
for so much as may be necessary at certain properties under
private ownership. The lands to be exchanged are identified in
Exhibits "A" and "B" of this request for Council action.
In accordance with Section 2-115, exchange of real property,
Hawaii County Code, the fair market value of the private lands
and the County owned lands shall be separately determined by a
disinterested, qualified appraiser or appraisers. The funds
being transferred to Account No. 5121.02 will be used to pay
for the County's share of the appraisal fee and such other
incidental costs related to the proposed land exchange.
