REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: February 7, 2023 Re: Comm.No. 86/Res.No. 47-23 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 47-23, reports as follows: <br /> Resolution No. 47-23,transmitted by Finance Director Deanna S. Sako, via Communication No. 86 <br /> dated January 20, 2023, authorizes the payment of funds of a later fiscal year and of more than one <br /> fiscal year for a multi-year lease of six semi-tractors for the Department of Environmental <br /> Management. <br /> This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate <br /> monthly cost of$25,800 for equipment to transfer refuse from the East Hawaii Regional Sort Station <br /> to the West Hawai`i Sanitary Landfill. <br /> Committee Chair Matt Kaneali`i-Kleinfelder asked Environmental Management Director Ramzi Mansour <br /> to provide some background on the measure. <br /> Committee Member Jenn Kagiwada thanked Mr. Mansour for stating that the machines have multiple <br /> alternative uses,not just to transport refuse. <br /> Committee Member Cindy Evans asked Mr. Mansour if the vendor is responsible for maintenance <br /> during the lease period. Mr. Mansour explained that if the County owns the vehicle,maintenance will <br /> need to happen in-house. <br /> Committee Member Heather Kimball commented on the possibility of using alternative fuel for these <br /> vehicles. Mr. Mansour replied that the department looked into several alternatives, and while they <br /> found it was not an option at this time,they would be able to utilize sustainable alternative fuels for <br /> future machines. Ms. Kimball then thanked Mr. Mansour for looking into the matter. <br /> Committee Member Rebecca Villegas asked Mr. Mansour if biodiesel fuel was an option. Mr. Mansour <br /> said that the department discussed it, but the lack of biodiesel fuel availability made it a challenge. <br /> Ms. Villegas suggested that she and Mr. Mansour meet to discuss this option and offered to connect <br /> him with a vendor who could help with supply. <br /> Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring <br /> payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be <br /> approved by resolution. <br /> FC Report No. 17 <br />
