HomeMy WebLinkAboutREP FC 017 2023/02/07 2022-2024 REPORT OF THE COMMITTEE ON FINANCE DATE: February 7, 2023 Re: Comm.No. 86/Res.No. 47-23 PLACE: Council Chambers Hilo, Hawai`i TIME: 9:01 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 47-23, reports as follows: Resolution No. 47-23,transmitted by Finance Director Deanna S. Sako, via Communication No. 86 dated January 20, 2023, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi-year lease of six semi-tractors for the Department of Environmental Management. This resolution authorizes the Mayor to enter into a five-year lease agreement with an approximate monthly cost of$25,800 for equipment to transfer refuse from the East Hawaii Regional Sort Station to the West Hawai`i Sanitary Landfill. Committee Chair Matt Kaneali`i-Kleinfelder asked Environmental Management Director Ramzi Mansour to provide some background on the measure. Committee Member Jenn Kagiwada thanked Mr. Mansour for stating that the machines have multiple alternative uses,not just to transport refuse. Committee Member Cindy Evans asked Mr. Mansour if the vendor is responsible for maintenance during the lease period. Mr. Mansour explained that if the County owns the vehicle,maintenance will need to happen in-house. Committee Member Heather Kimball commented on the possibility of using alternative fuel for these vehicles. Mr. Mansour replied that the department looked into several alternatives, and while they found it was not an option at this time,they would be able to utilize sustainable alternative fuels for future machines. Ms. Kimball then thanked Mr. Mansour for looking into the matter. Committee Member Rebecca Villegas asked Mr. Mansour if biodiesel fuel was an option. Mr. Mansour said that the department discussed it, but the lack of biodiesel fuel availability made it a challenge. Ms. Villegas suggested that she and Mr. Mansour meet to discuss this option and offered to connect him with a vendor who could help with supply. Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be approved by resolution.
