Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 73, reports as follows:
Communication No. 73, transmitted by Mayor Mitchell D. Roth, dated January 20, 2023,
requests the Council's review and confirmation of the nomination of Chantel Perrin to the
Windward Planning Commission.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Council Chambers
and introduced Ms. Perrin, who was also present in Chambers.
Pursuant to Article 6, Chapter 7, Section 6-7.3(c) of the Hawai`i County Charter, members of the
Windward Planning Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is not in accord with the
purpose and intent of Communication No. 73, and forwards it to Council with a negative
recommendation.
