Your Committee on Governmental Operations and External Affairs, to which was referred
Bill No. 22, reports as follows:
Bill No. 22, introduced by Council Chair Heather L. Kimball and Council Member Cindy Evans
via Communication No. 91, dated January 30, 2023, amends Chapter 2, Article 2; adds a new
article to Chapter 2; and amends Chapter 4, Articles 2, 3, 4, and 9, of the Hawai`i County Code
1983 (2016 Edition, as Amended), to create an Animal Control and Protection Agency.
This bill establishes an independent agency to provide for the care and maintenance of
impounded animals and to fulfill the functions and requirements of Hawai`i Revised Statutes,
Chapters 143 and 711 relating to the protection of animals.
Prior to consideration of Bill No. 22 by the Committee, Committee Chair Cindy Evans
relinquished the chair to Vice Chair Susan L. K. Lee Loy.
The Committee received both written and oral public testimony on this measure. Testifiers were
present in the Council Chambers and via videoconference.
A motion to amend Bill No. 22 with the contents of Communication No. 91.1 was unanimously
adopted by the Committee.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Bill No. 22, as amended to Draft 2, and recommends its passage on first reading.
