RESOLUTION NO. G5 23
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE LIONS CLUB OF
KONA COMMUNITY FOUNDATION INC., FOR EXPENSES RELATING TO ITS
MAINTENANCE PROJECT AT THE HAROLD H. HIGASHIHARA PARK.
WHEREAS,the Lions Club of Kona Community Foundation Inc., (LCKCFI) is a
501(c)(3) nonprofit organization whose mission is to develop and provide community service
projects and activities that meet the needs of the community; and
WHEREAS,the Harold H. Higashihara Park is a County facility,that consists of a
baseball diamond, basketball and tennis courts, picnic area, and a community-built children' s
playground; and
WHEREAS, LCKCFI formed the Friends of Higashihara Park and has been in an
agreement with the County of Hawai`i since June 2021, to co-manage and maintain this park;
and
WHEREAS, LCKCFI is requesting funds to purchase equipment, materials, and supplies
for its on-going repair and maintenance of the park to keep it safe; and
WHEREAS,the Department of Parks and Recreation supports LCKCFI and its
continued efforts to provide a safe and clean park for Hawai`i Island residents and visitors to
enjoy; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Parks and Recreation to provide a grant to LCKCFI for its maintenance project at the
Harold H. Higashihara Park.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
