STATE OF HAWAII �rE oF•N�d_- RESOLUTION NO. 70 23 A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MULTI-YEAR HOUSING ASSISTANCE PAYMENT CONTRACT (AGREEMENT) WITH KALOKO HEIGHTS AFFORDABLE HOUSING LLLP (PROVIDER), OWNER OF KALOKO HEIGHTS AFFORDABLE HOUSING (PROJECT) FOR THE SECTION 8 PROJECT- BASED VOUCHER PROGRAM (PBV PROGRAM) AS OFFERED THROUGH A PUBLIC NOTICE DATED DECEMBER 5, 12, AND 19, 2016 AND FEBRUARY 18 AND 19, 2019. WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year, be approved by resolution; and WHEREAS, under the Project-Based Voucher Program, the Office of Housing and Community Development (OHCD) will attach a Section 8 Housing Assistance Payment Contract (Agreement) to an existing structure or newly constructed or rehabilitated housing; and WHEREAS, the OHCD published Public Notices in the local newspapers informing property owners that the OHCD was accepting proposals for the Section 8 Project Based Voucher Program; and WHEREAS, the OHCD, through two separate Request For Proposal (RFP) processes has selected proposed project Kaloko Heights Affordable Housing for a total of 75 Project Based Vouchers; and WHEREAS, the County of Hawai'i wishes to enter into a multi-year agreement with property owners or property managers of the selected by the OHCD utilizing the Section 8 Project Based Voucher Program's evaluation process; and WHEREAS, the OHCD is requesting authorization for the Mayor to enter into a multi-year agreement with property owners or property managers of the selected Project-Based Voucher projects; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the Mayor is hereby authorized to enter into a multi-year agreement with Provider for the Section 8 Project-Based Voucher Program offered through the Public Notices dated December 5, 12 and 19, 2016 and February 18 and 19, 2019.
