Re: Resolution for multi-year agreement
The County's Office of Housing and Community Development(OHCD)published a Public
Notice on July 12, 19, and 26, 2021 for the Section 8 Project Based Voucher program. The
OHCD wishes to enter into a multi-year agreement with the property managers or property
owners of the selected projects.
Enclosed is a resolution authorizing the Mayor to enter into a multi-year Housing Assistance
Payment Contract(Agreement) with property owners or property managers of the selected
projects as indicated above.

A. REQUEST:
The Office of Housing and Community Development (OHCD) request Finance Committee and County
Council actions authorizing the Mayor to enter into a multi-year Housing Assistance Payment Contract
(Agreement)with,property owners or property managers of selected projects for the Section 8 Project Based
Voucher(PBV Program) offered through a Public Notice dated, July 12, 19 and 24, 2021.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The purpose of the PBV Program is to further the OHCD's overall goal to provide for the development of
viable communities in the County by providing decent housing, suitable living environments, expanding
housing and econmic opportunities and deconcentrating poverty.
Through a request for proposals process, OHCD awarded 9 vouchers to E Komo Mai Apartments, 18
vouchers to Hale Ola 0 Mohouli, 28 vouchers to Hualalai Court, 30 vouchers to Kamakoa Nui Workforce
Housing and 20 vouchers to Kuakini Heights.

SYNOPSIS
On July 12, 19 and 26, 2021, the Office of Housing and Community Development
published a Public Notice informing property owners that the OHCD was accepting
proposals for the Section 8 Project Based Voucher Program. Through the Request For
Proposal process, 5 projects were selected: E Komo Mai Apartments (9 vouchers), Hale
Ola 0 Mohouli (18 vouchers), Hualalai Court (28 vouchers), Kamakoa Nui Workforce
Housing (30 vouchers), and Kuakini Heights (20 Vouchers).
OHCD is requesting authorization for the Mayor to enter into a multi-year agreement
with property owners or property managers of the selected Project-Based Voucher
projects. Section 10-11 of the County Charter requires that any contract, lease or other
obligation requiring payment of funds from the appropriations of a later fiscal year or of
more than one fiscal year, be approved by resolution.
