SUBJECT: Resolution No. 51-23, Draft 2; A Resolution authorizing the Director of
Finance to negotiate a sixty five-year lease with the State of Hawaii for
the purpose of the development and construction of a public library by the
Hawaii State Public Library System, situated at Waik6loa, district of South
Kohala, County and State of Hawaii, and identified as Tax Map Key: (3) 6-8-
041:020 at a set lease rental amount of$0.00 per year.
Attached please find Resolution No. 51-23, Draft 2. During the Council meeting on February
22, 2023, Resolution No. 51-23 was amended with the contents of Communication No. 90.6,
resulting in this Draft 2.
The Council voted to suspend Rule No. 23-1(d) of the Rules of the Procedure and Organization
of the Council, which requires the holdover of a substantively amended resolution, and adopted
Resolution No. 51-23, as amended, to Draft 2.
