Your Committee on Finance,to which was referred Bill No. 26, reports as follows:
Bill No. 26,transmitted by Finance Director Deanna Sako,via Communication No. 106 dated
February 2, 2023, amends Ordinance No. 22-63, as amended,the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2023.
This bill increases revenues in the State Grants—Kua Bay account($100,000) and the West Hawaii
Ocean Safety account($76,402) account; and appropriates the same to the Kua Bay—State
Equipment account($100,000), bringing the total appropriation to $580,000; and the Hapuna Beach—
State Equipment account($76,402), bringing the total appropriation to $995,505.-
Committee Member Ashley L. Kierkiewicz asked Deputy Fire Chief Eric Moller to comment on this
measure. Mr. Moller provided a brief overview stating that Fire Chief Kazuo Todd successfully acquired
this funding to help purchase new rescue equipment such as surfboards, rescue rings, and other
associated equipment for the rescue towers to maintain those beaches. Ms. Kierkiewicz asked Fire
Accountant Nikol Lonokapu if she would like to add anything,to which she replied that Mr. Moller
addressed it all. Ms. Kierkiewicz continued by extending some appreciation to Mr. Todd for acquiring
these funds, adding how vital these funds were to maintain the public's safety at Kua Bay and Hapuna
Beach.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 26, and recommends its
passage on first reading.
