Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 57-23, reports as follows:
Resolution 57-23, transmitted via Communication No. 104 dated February 2, 2023, and
introduced by Council Members Jennifer Kagiwada and Ashley Kierkiewicz,urges the Hawai`i
State Legislature to amend Chapter 457J, Hawai`i Revised Statutes, relating to midwives, to
permanently exempt birth attendants from state licensure requirements and to expand the
eligibility criteria for midwifery licensure.
This resolution supports the passage of Senate Bill No. 1047 and House Bill No. 955.
The Committee received both written and oral public testimony on this measure. Testifiers were
present via videoconference.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 57-23, and recommends its adoption.
