RE: Attached Bill For An Ordinance Establishing A
Parks & Recreational Facilities Schedule.
Please have the attached bill for an ordinance referred to the appropriate Council Committee for
consideration. The purpose of this schedule is to consolidate, for easy reference, the official
names of Pazks & Recreational facilities within Chapter 15 of the Hawaii County Code. Also
attached, aze comments from Language Professor Dr. Pila Wilson, who has reviewed this
legislation.

Dear Ms. Doran:
Let me begin by apologizing for the amount of time it has taken for me to
respond to your request for information on the Hawaiian spelling of the
names for parks and cemeteries in the County of Hawaii. Most of it was very
easy, but there were a few names that proved to be a problem since they were
not documented. You will see that I wrote something after some of these
names that gave me difficulties.
In spelling these names is important to let sign makers lagow that:
1. The `okina differs from the apostrophe The 'okina is like a six and
faces to the left with the heavy part at the bottom. The apostrophe is
like a nine and faces to the right with the heavy part at the top.
2. Spacing for the 'okina should not make a single word such as Pana`ewa
appear as two words, e.g., Pana `ewa, or worse Pang `Ewa.
3. When a kahako occurs with an i, it runs through the doi, e.g, t.
My reference for the names below is Place Names of Hawaii by Pukui, Elbert
and Mookini and the Hawaiian Dictionary by Pukui and Elbert. Where I
have good evidence for a misprint or other mistake in the book, I have gone
on my experience with native speaking kupuna from the island. The only
two names of this nahu'e are Ka'umana and Na`alehu.
Among the issues that arose as I worked with these names was word
division. In this regard, I have followed the 1978 spelling recommendations
of the `Ahahui '~lelo Hawaii which are described in brief in the Hawaiian
Dictionary.

Another issue that arose was the use of non-Hawaiian names. In order to
maintain Hawai'i's uniqueness, it is important that we keep our distinctive
Hawaiian language names. For some places that have been designated with
English names during the period when little attention was paid to Hawaiian
names, the old names are returning, e.g., Mokuola rather than Coconut
Island. I suggest that the old names be made official when they are widely
used. For other names, perhaps a way to maintain the Hawaiian names
without completely eliminating the English names, at least initially, would be
to include the Hawaiian name in the title after "at", e.g., Richaz•dson Ocean
Park at Waiuli.
Finally, there were some problems with the English on the list you sent me,
specifically with the use of the apostrophe and "s" in different words.
I hope that the attached information will be useful in the efforts of the
County to strengthen the use of the Hawaiian language. I would be willing to
appear before the Council when legislation comes before it regarding these
names. I also urge that a similar project be done with sheet names.

Ahualani Park Ahualani is not in Place Names of Hawaii. It is
highly likely, however, that the name is
pronounced as provided here with the meaning of
heap in the sky

Coconut Island Mokuola is the Hawaiian name and the sign there
says Moku Ola. Suggest make Mokuola, spelled as
one word, the official name.
Hualani Park Pronuciation is uncertain. If a meaning were
available, the pronunciaiton might become clear. If
no meaning is available, suggest leaving as
Hualani, one of the meanings of which is
"heavenly fruit."
Lehia Park Pronuncation uncertain. If meaning were available,
the pronunciation might become clear. If no
meaning is available, suggest leaving as Lehia, one
of the meanings of which is "skilled."
Leleiwi Beach Park Have long heard complaints from Keaukaha
community that this beach park is not located at
Leleiwi. When I checked a map, Leleiwi Point is
further down the coast, but Leleiwi was also used in
that area. I have been unable to find the name of
the point where the park is located, but have not
spent much time researching it. The small cove on
the Puna side of the point before Waiuli is called
Wai`olena according to one person I talked to.
This is the issue that held me up from responding
much more quickly. For now I suggest leaving the
name as is.
Malama?/Malama? Park This is a difficult case. Malama means month and
is also a prominent place name in Puna. Malama
with the kahako means "to care for' or "keep." If
you have any information on the meaning of the
name, it will help in deciding on the spelling. If it
is a newer name, it is probably Malama, because,
use of this word in English is rather recent.

but is listed as ~neo on the map of Hawaii,
the Big Island by James A. Bier which was
published with the 'okina and kahako by the
University of Hawaii Press in 1976. I suggest
using the same spelling for consistency. No
meaning is obvious from this spelling, but I
suggest that it be interpreted as o- contraction
of one -sand (as in the established
contraction o-kea =white sand) and neo -
barren, that is "barren sand."

know the first name and it is not in
Place Names of Hawaii. Based on my
own knowledge of Hawaiian, I am
assuming a meaning of lava area with
large or numerous hala trees. The
writing of Maunakea as one word is
consistent with Hawaiian tradition.
