HomeMy WebLinkAboutREP PC 085 11/30/1993 1992-1994 REPORT OF THE 410 - COMMITTEE ON PLANNING DATE: November 30, 1993 Re: C-676 PLACE: Councilroom TIME: 1:40 p.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 161, regarding the change of zone request by Shizue Kaya, Akira Makinodan, and Ellen Hamada at Waiakea, South Hilo, Hawaii, TMK: 2-2-48 : 8, reports as follows : Bill No. 161 amends Section 25-114 (City of Hilo Zone Map) , Article 3, Chapter 25 (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately 20 acres of land from an Agricultural 10-acre (A-10a) to an Agricultural 3-acre (A-3a) zoned district . The subject property is located at the northwest corner of the Makalika/Awa Streets intersection in the Panaewa Farm Lots where the applicants intend to subdivide the property into six lots of approximately 3 to 4 acres in size which would allow each applicant to have title to respective portions of the parcel . An existing single-family dwelling which is set back more than 150 feet from Awa Street, is presently being rented and would remain on one of the proposed lots . Approximately 13 acres of the subject property is cultivated with macadamia nut trees which would be kept with the exception of a house site on each property. Surrounding properties to the north are zoned A-10a and lands to the south of Makalika Street are zoned A-3a . The Nani Mau Gardens exists across from the subject property on the northeast corner of the Makalika/Awa Streets intersection. Water will be supplied by the Department of Water Supply from an existing 12-inch waterline along Makalika Street. The applicants are aware of the Department of Health' s requirements that minimum spacing between a potable water well and an individual treatment system must be 1, 000 feet and propose to install an alternate waste disposal method, in compliance with County and State rules and regulations for any future proposed residences . PC REPORT NO. 85 ADOPTS : DEC 2 2 1993 v' 411 110 PC- 85 Page 2 November 30, 1993 The subject property is classified as "Other Important Agricultural Land" by the State Department of Agriculture' s Agricultural Lands of Importance to the State of Hawaii (ALISH) Map system and "E" or very poor according to the Land Study Bureau' s Overall Master Productivity Rating system. stem. The subject parcel lies in an area that has undergone extensive mechanical clearing and it is unlikely that significant historic sites would have survived nor is the subject property a habitat for rare or endangered plant or animal life. In submitting a favorable recommendation for the change of zone request, the Planning Commission concurs with the following Planning Director ' s reasons : (1) The zone request conforms with the General Plan' s Land Use Pattern Allocation Guide (LUPAG) Map which designates the property for Low Density Urban Development. (2) The change of zone request complements the goals, policies, and standards of the General Plan. (3) All essential utilities and services are or will be available to the subject property. Your Committee on Planning is in accord with the intent and purpose of Bill No. 161 and recommends that it pass first reading .
