HomeMy WebLinkAboutCOM 0091.043 2022-2024 Dill 22 c0MM.g1 From: Rebecca Corby Sent: Friday, February 17, 2023 5:32 PM To: Council Testimony Subject: bill 22- new Animal Control and Protection Agency =_ Aloha, I support bill 22 WITH these needed changes: 1.we NEED and we DESERVE transparency!Yes the animals and residents need a new comprehensive, moden Antmat Control agency but we cannot keep having so much secrecy.The public deserves to know who is the new administrator?Any government positions need to go through public postings,the best people for the job should be selected, not"hooking up"some of your buddies 2.The chapter 4 needs to be re written for modern Animal Control standards, please accept the offer of help from the National Animal Control Consultant who just helped Maui county get their AC org updated.WE NEED THIS Expert help or it will be another failure 3. FUND spay and neuter#1 !! this needs to be written into the bill and into the budget, the#1 key to a modern and successful sustainable Animal Control agency that actually reduces costs over time, is funding wide spread spay and neuter.The island residents in large do NOT spay and neuter their pets,for many this is a poverty issues because they cannot afford the$200-600 vet bill per animal to take their animals to local vets to get them fixed. Funding needs to be put in providing free or low cost spay and neuter to the worst areas on Big Island with the most unwanted abandoned animals like Puna and Ocean View. 4. PUBLIC oversight committee-this goes with#1, please include in the new agency a public volunteer run oversight committee,this will operate independently from the AC agency and not cost them any money,we DESERVE transparency and to make sure our tax money is spent helping animals and helping to fix the root of the problems.
