Dear Council,
I am writing to express my concerns regarding Bill 22 and to urge you to hold the bill until critical changesd additions
are made to address the following priorities.
Firstly, I believe that an Oversight Committee comprising one resident from each district should be established to
ensure that animal control services are carried out effectively and efficiently.The Committee would serve as an avenue
for residents to provide feedback and suggestions on how animal control services could be improved to better serve the
community.
Secondly, I urge the County to take responsibility for HUMANE Animal Population Management.This includes working
with animal welfare organizations to provide low-cost spay and neuter programs, educational programs to promote
responsible pet ownership, and the enforcement of laws that prohibit animal cruelty.
Thirdly, I propose changes to Laws 4-14 c,4-20 a-b, 4-21 a-b,4-22, to increase the hold times for abandoned or stray
animals to 10 days.This will reduce the number of animals that are euthanized and increase their chances of being
reunited with their owners or adopted into new homes.
Lastly, I urge monthly reporting requirements for animal control services and operations to promote transparency.This
will allow the community to be informed of the progress made in animal control services and operations and hold the
County accountable.
In conclusion, I believe that these changes and additions are crucial for the welfare of animals in Hawaii County. I urge
you to hold Bill 22 until these priorities are addressed.
