My name is Brenna Gorresen and I am testifying in regards to Bill 22-Creating an Animal Control AND Protection Agency. I will not go over the important Conditions; as I am sure you have heard from the others here,why we feel these conditions are beneficial to an existing Animal Control and Protection Agency. I simply want to make a clear point: as it stands,far too many in Hawaii can not afford the very high cost of Spaying and Neutering their pets--when the average cost to fix their cat or dog runs in the price range of.$350-$580.This is a huge expense for the average person--and leads to far too many cats and dogs giving birth to many, many unwanted, unplanned puppies and kittens(who are, on an almost weekly basis, being dumped at our local transfer stations, thrown into the woods, dumped along the highway, and other unsafe locations) . My 4 kittens were the lucky ones- rescued in August on a cold and rainy day-yes, dumped in the bushes, starving(so it was easy forme to catch them with stinky tuna). And this week, if any of council members tune into the Facebook Animal rescue groups,you will learn that 2 more kittens were found at the Transfer station,again dumped --and luckily rescued by a kind soul. This does not need to happen--and will not continue if the state provides support to the Free/Low'Cost Spay and Neuter clinics who will then be able to provide more access to people who will then bring their pet dogs and cats to be Spayed and Neutered.
