First,this is EXTREMELY vague. That is the last thing we want to add to the Code—more ambiguity. Comprehensive Shelter Activity Reports MUST be readily available to the public as they represent a minimum display of transparency and accountability! Therefore, an upgrade to the wording of#4 is necessary, and I have included recommended language on Page 1 of the attachment. The Asilomar Accords set the standard and definitions for shelter reporting. The Accords affirm the following: "We believe in the importance of transparency and the open sharing of accurate, complete animal sheltering data in a manner which is clear to both the animal welfare community and the public.We determined that a uniform method of reporting needs to include the collection and analysis of data as set forth in the "Animal Statistics Table."These statistics need to be collected for each organization and needs to be reported to the public." Page 2(Exhibit A)of the attachment is the "Table"to which they refer—this serves as a basis for the MINIMUM data that shelters should be collecting and reporting. For example, both Hawai'i Rainbow Rangers& Hawai'i Island Humane Society reported beyond that level (examples of their reports are included as pages 3 &4 of the attachment)—it was required by their County contracts! So,there is no reason this County Agency—nor HPD Animal Control currently- should not be required to report the same. This data is easily generated through the shelter software if the agency is properly tracking animals through the system. In comparison, page 5 of the attachment is HPD's Shelter Activity Report. As you can see,the report falls far below minimum data points, but it is published monthly on the Department's website . . . after several emails requesting this information. Rather than looking at Reporting as a CHORE . ..this is the Agency's opportunity to improve their operations,to save lives AND money! This data tells-us where the organization has been, where it is heading, and whether programs& policies are working. For example,the reports can help us determine highest Intake areas on the Island, or to determine major reasons for owner surrenders, and then we can plan &prioritize programs based on that information. Spay/Neuter programs can be targeted on the highest Intake areas,then results tracked over time by monitoring Intake Ws by jurisdiction. There are SO many ways to use this data to review and refine programs for maximum effectiveness! Including defined reporting requirements using industry standards in Bill 22 is a necessity-or the community will be back asking for the data.
