The support for Bill 22 was given conditionally based on specific criteria requested by the community.Those conditions were not met.This
council has no plans,just more of the same talk we have been subjected to for over ten years.
The primary concern is that a new"agency"will be established,burning through$millions more of our tax dollars with the same barbaric laws,
hiring the same people unwilling to change to carry out the same inhuman processes and protocols in the land of Aloha.
"Talks"don't create change.We need full transparency before the new agency is implemented.There needs to be a specific order to how this
rolls out before making bill 22 law:
• The laws that will govern the new agency need to be changed first.
• The oversight committee needs to be implemented to give community input.
• The agency needs to be designed with local,national,and Hawaiian cultural input, most specifically with the true meaning of Aloha
and respect for all life.
• Only then can the agency be made operational.
Our previous council person Mr.Tim Richards made many promises over the years. He didn't keep a single one regarding transparency and
inclusiveness in structuring the animal control system.We waited months to be invited to the table only to find out decisions made with the
Managing Director, Mayor,and Tim Richard's secret committee had commenced without public knowledge or input. I hope this habitual
behavior of non-transparency ends.
