Re: Fiscal Impact Statement for Bill 22
As requested per Chapter 2, Article 4, Section 2-12.7, of the Hawaii County Code 1983 (2016
Edition, as amended) following is the fiscal impact statement to create an animal control and
protection agency per Bill 22. For many years this work was contracted out to a nonprofit
organization and is currently being performed by the Police Department.
Impact on revenue: None at this time.
Impact on expenditures: Expenditures totaling $3,414,013 are currently included in the FY2023
budget for the animal control program under Police. The proposed budget for FY2024 contains
expenditures of$3,528,325 for animal control. The FY2024 budgeted amount includes all
positions and other necessary costs to run the agency. The increase for the FY2024 budget is due
to an increase in salaries and wages to accommodate the new Animal Control and Protection
Administrator position and to account for any pay adjustments to reflect the positions becoming
part of the civil service system. Since the County is currently running the program there are
minimal other changes required to the expenditure budget. Whether the agency is created or not,
the County is committed to improving our animal control facilities island wide.
Impact on taxes: None at this time.
Impact on fiscal liabilities: No additional impact.
