GUIDELINES The Cooperative Forestry Assistance Act of 1978, Public Law 95-313; 92
& DIRECTION Stat.365, 16 U.S.C., 2101 et seq. (as amended through P.L. 171-108, June
16, 2002, and the 1996 Farm Bill) and the Federal Fire Prevention and
Control Act of 1974 state that federal financial assistance is provided to
eligible States, Territories, and the Freely-Associated States. The
Homeland Security Presidential Directive 5 (HSPD-5)requires emergency
organizations to adopt the National Incident Management System (NIMS)
in order to receive federal financial assistance through the Rural Fire
Capacity program.
Funds will be focused to address critical preparedness needs for firefighter
safety, increased initial attack capability, and training. Rural Fire Capacity
grant funding can be utilized to organize, train and equip local firefighting
forces (including those of Native American tribes or other native groups)to
ensure that Federal, State, Territory, and local and volunteer fire agencies
can deliver a coordinated response to wildfire. The emphasis is on the
implementation of fire-adapted community activities in the wildland urban
interface, improving fire planning, initial attack capabilities, adopting the
National Incident Management System (NIMS), and providing wildland
fire techniques training for local fire agencies.
Projects should be congruent with the strategies and priority areas
identified in the State's Forest Action Plan.
Grant funds are available for fire departments serving communities with
populations under 10,000.

The following are examples of eligibility requirements for use of VFC
funding:
1. A single fire department serving a rural area or a rural community
with a population of 10,000 or less is eligible (latest Census).
2. Area fire departments (fire districts, townships, etc.) may serve an
aggregate population of greater than 10,000 as long as the service area
of the fire department includes a rural area or a rural community
having a population of 10,000 or less. The VFC funding must be used
to benefit the rural population.
3. A single county or town with a population over 10,000 which is
served by two or more fire districts operating entirely within the
bounds of the county or town may qualify as long as the service area
of a given fire department includes a rural area or a rural community
or the population of the fire department's jurisdiction is 10,000 or less.
The VFC funding must be used for the rural area.
4. A single community with a population greater than 10,000 and having
a single fire department with one or more fire stations may qualify.
The fire department must have a service area that includes a rural area
or community that does not exceed 10,000 population. The VFC
funding must be used only for the benefit of the rural population.
Similarly a single community with a population greater than 10,000
which also provides fire protection to an adjoining rural community
of 10,000 or less population by contract,may also be eligible
provided the VFC funding is used entirely to support the rural
community.
5. A single community fire department serving a population greater than
10,000 and not providing protection to a rural area or to a rural
community is not eligible for VFC financial assistance.

COMPLIANCE
REPORTING 1. SF-425 Federal Submit on a quarterly basis for the 3-month periods

December 31. Interim reports are due 30 days after
the reporting period; final reports are due 120 days
following the grant expiration date.
2. Written Grant Reports on progress are required on a semi-annual
Accomplishment basis for time periods ending June 30 and December

develop a calendar to ensure timeliness.
