Dear Chief Bugado:
Enclosed for your action is a copy of the approved highway safety reimbursement
project No.AL23-H-02,entitled"HCPD Impaired Driving Grant." A total of$487,578.20 has
been obligated to the project.
The grant funds will be used to conduct impaired driving operations; coordinate and host Drug
Recognition Expert trainings; continue the electronic search warrant program and attend local
and national trainings and conferences.
Progress reports must be submitted quarterly within 15 days (ending December, March, June and
September)and a final report must be submitted within 30 days of the end of the grant period. A
quarterly report must be submitted even if no activities were done during that quarter.
Reimbursement claims must be submitted in accordance with the agreement(monthly or
quarterly)by the 20th of the month following the claim period. A claim must be submitted even
if no expenditures were made.
This grant will be funded using National Highway Traffic Safety Administration Fixing
America's Surface Transportation Act Section 154 and/or Section 405 program funds. Due to
the federal budgeting process,the program funding source may be subject to change. The
project is subject to the audit requirements of 2 Code of Federal Regulations §200 Subpart F.

HCPD will reduce the number of fatalities related to alcohol,drugs or a combination of both by 1 one or more in Hawaii County for FFY 2023
from the three year average of 16 to 15 or less. HCPD will conduct 80%or more of grant funded operations in high injury/fatality corridors
and the tributaries that feed into them. HCPD will increase the number of officers allowed per each grant activity from 4 to 5,which will
provide greater coverage and overall enforcement.

THIS AGREEMENT made and entered into by and between the STATE OF HAWAII by and through
its Director of Transportation, hereinafter referred to as"State,"and the Governmental Unit named in
this application, hereinafter referred to as"Applicant."
WHEREAS, the National Highway Safety Act of 1966 (Public Law 89-564)provides Federal funds to
the STATE for approved highway safety projects, and
WHEREAS, STATE may make said funds available to various state, county or municipal agencies or
governments or political subdivisions upon application and approval by STATE and the UNITED
STATES DEPARTMENT OF TRANSPORTATION, and
WHEREAS, STATE is obligated to reimburse the UNITED STATES DEPARTMENT OF
TRANSPORTATION out of its funds for any ineligible or unauthorized expenditures for which
Federal funds have been claimed and payment received,and
WHEREAS,the above name APPLICANT has submitted an application for Federal funds for
highway safety projects.
NOW,THEREFORE, IN CONSIDERATION OF MUTUAL PROMISES AND OTHER GOOD AND
VALUABLE CONSIDERATION, THE PARTIES AGREE AS FOLLOWS:
GENERAL REQUIREMENTS
The APPLICANT will comply with applicable statutes and regulations, including but not limited to:
•23 U.S.C. Chapter 4—Highway Safety Act of 1966,as amended
-Sec. 1906,Pub. L. 109-59, as amended by Sec. 4011, Pub. L. 114-94
•23 CFR part 1300—Uniform Procedures for State Highway Safety Grant Programs
•2 CFR part 200—Uniform Administrative Requirements, Cost Principles, and Audit Requirements
for Federal Awards
•2 CFR part 1201 —Department of Transportation, Uniform Administrative Requirements, Cost
Principles, and Audit Requirements for Federal Awards
NONDISCRIMINATION
The APPLICANT will comply with all Federal statutes and implementing regulations relating to
nondiscrimination("Federal Nondiscrimination Authorities"). These include but are not limited to:
-Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d et seq., 78 stat. 252),(prohibits
discrimination on the basis of race, color, national origin) and 49 CFR part 21;
•The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, (42
U.S.C. 4601), (prohibits unfair treatment of persons displaced or whose property has been acquired
because of Federal or Federal-aid programs and projects);
•Federal-Aid Highway Act of 1973, (23 U.S.C. 324 et seq.), and Title IX of the Education
Amendments of 1972,as amended (20 U.S.C. 1681-1683 and 1685-1686) (prohibit discrimination on
the basis of sex);
•Section 504 of the Rehabilitation Act of 1973, (29 U.S.C. 794 et seq.), as amended, (prohibits
discrimination on the basis of disability)and 49 CFR part 27;
•The Age Discrimination Act of 1975, as amended, (42 U.S.C. 6101 et seq.), (prohibits
discrimination on the basis of age);
•The Civil Rights Restoration Act of 1987, (Pub. L. 100-209), (broadens scope,coverage and
applicability of Title VI of the Civil Rights Act of 1964,The Age Discrimination Act of 1975 and
Section 504 of the Rehabilitation Act of 1973, by expanding the definition of the terms "programs or
activities" to include all of the programs or activities of the Federal aid recipients, subrecipients and
contractors,whether such programs or activities are Federally-funded or not);
-Titles II and III of the Americans with Disabilities Act(42 U.S.C. 12131-12189) (prohibits
discrimination on the basis of disability in the operation of public entities,public and private
transportation systems, places of public accommodation, and certain testing) and 49 CFR parts 37 and
38;
•Executive Order 12898,Federal Actions to Address Environmental Justice in Minority
Populations and Low-Income Populations (prevents discrimination against minority populations by
discouraging programs,policies, and activities with disproportionately high and adverse human health
or environmental effects on minority and low-income populations);and
•Executive Order 13166, Improving Access to Services for Persons with Limited English
Proficiency (guards against Title VI national origin discrimination/discrimination because of limited
English proficiency(LEP)by ensuring that funding recipients take reasonable steps to ensure that LEP
persons have meaningful access to programs (70 FR 74087-74100).
The State highway safety agency—
'Will take all measures necessary to ensure that no person in the United States shall, on the grounds of
race,color, national origin,disability, sex, age, limited English proficiency, or membership in any
other class protected by Federal Nondiscrimination Authorities, be excluded from participation in, be
denied the benefits of,or be otherwise subjected to discrimination under any of its programs or
activities, so long as any portion of the program is Federally-assisted;
"Will administer the program in a manner that reasonably ensures that any of its subrecipients,
contractors, subcontractors, and consultants receiving Federal financial assistance under this program
will comply with all requirements of the Non-Discrimination Authorities identified in this Assurance;
'Agrees to comply (and require its subrecipients,contractors, subcontractors, and consultants to
comply)with all applicable provisions of law or regulation governing US DOT's or NHTSA's access
to records, accounts,documents, information, facilities, and staff,and to cooperate and comply with
any program or compliance reviews, and/or complaint investigations conducted by US DOT or
NHTSA under any Federal Nondiscrimination Authority;
'Acknowledges that the United States has a right to seek judicial enforcement with regard to any
matter arising under these Non-Discrimination Authorities and this Assurance;
'Agrees to insert in all contracts and funding agreements with other State or private entities the
following clause:
"During the performance of this contract/funding agreement, the contractor/funding recipient agrees—
a.To comply with all Federal nondiscrimination laws and regulations, as may be amended from time
to time;
b.Not to participate directly or indirectly in the discrimination prohibited by any Federal non-
discrimination law or regulation, as set forth in appendix B of 49 CFR part 21 and herein;
c.To permit access to its books, records, accounts,other sources of information, and its facilities as
required by the State highway safety office, US DOT or NHTSA;
d.That, in event a contractor/funding recipient fails to comply with any nondiscrimination
provisions in this contract/funding agreement,the State highway safety agency will have the right to
impose such contract/agreement sanctions as it or NHTSA determine are appropriate, including but
not limited to withholding payments to the contractor/funding recipient under the contract/agreement
until the contractor/funding recipient complies; and/or cancelling,terminating,or suspending a
contract or funding agreement, in whole or in part; and
e.To insert this clause, including paragraphs (a)through(e), in every subcontract and subagreement
and in every solicitation for a subcontract or sub-agreement, that receives Federal funds under this
program.
POLITICAL ACTIVITY(HATCH ACT)
The APPLICANT will comply with provisions of the Hatch Act(5 U.S.C. 1501-1508), which limits
the political activities of employees whose principal employment activities are funded in whole or in
part with Federal funds.
CERTIFICATION REGARDING FEDERAL LOBBYING
Certification for Contracts, Grants, Loans,and Cooperative Agreements. The undersigned certifies,to
the best of his or her knowledge and belief,that:
1. No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned,
to any person for influencing or attempting to influence an officer or employee of any agency, a
Member of Congress,an officer or employee of Congress, or an employee of a Member of Congress
in connection with the awarding of any Federal contract,the making of any Federal grant,the making
of any Federal loan,the entering into of any cooperative agreement, and the extension, continuation,
renewal, amendment,or modification of any Federal contract, grant, loan, or cooperative agreement;
2. If any funds other than Federal appropriated funds have been paid or will be paid to any person
for influencing or attempting to influence an officer or employee of any agency, a Member of
Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection
with this Federal contract, grant, loan, or cooperative agreement,the undersigned shall complete and
submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with its
instructions;
3. The undersigned shall require that the language of this certification be included in the award
documents for all sub-award at all tiers(including subcontracts, subgrants, and contracts under grant,
loans, and cooperative agreements) and that all subrecipients shall certify and disclose accordingly.
This certification is a material representation of fact upon which reliance was placed when this
transaction was made or entered into. Submission of this certification is a prerequisite for making or
entering into this transaction imposed by section 1352, title 31, U.S. Code. Any person who fails to
file the required certification shall be subject to a civil penalty of not less than$10,000 and not more
than$100,000 for each such failure.
RESTRICTION ON STATE LOBBYING
None of the funds under this program will be used for any activity specifically designed to urge or
influence a State or local legislator to favor or oppose the adoption of any specific legislative proposal
pending before any State or local legislative body. Such activities include both direct and indirect
(e.g.,"grassroots") lobbying activities, with one exception. This does not preclude a State official
whose salary is supported with NHTSA funds from engaging in direct communications with State or
local legislative officials, in accordance with customary State practice, even if such communications
urge legislative officials to favor or oppose the adoption of a specific pending legislative proposal.
CERTIFICATION REGARDING DEBARMENT AND SUSPENSION
Instructions for Lower Tier Participant Certification
1. By signing and submitting this proposal,the prospective lower tier participant is providing the
certification set out below and agrees to comply with the requirements of 2 CFR parts 180 and 1200.
2. The certification in this clause is a material representation of fact upon which reliance was placed
when this transaction was entered into. If it is later determined that the prospective lower tier
participant knowingly rendered an erroneous certification, in addition to other remedies available to
the Federal government, the department or agency with which this transaction originated may pursue
available remedies, including suspension or debarment.
3. The prospective lower tier participant shall provide immediate written notice to the person to
which this proposal is submitted if at any time the prospective lower tier participant learns that its
certification was erroneous when submitted or has become erroneous by reason of changed
circumstances.
4. The terms covered transaction, civil judgment, debarment, suspension, ineligible,participant,
person,principal, and voluntarily excluded, as used in this clause,are defined in 2 CFR parts 180
and 1200. You may contact the person to whom this proposal is submitted for assistance in obtaining
a copy of those regulations.
5. The prospective lower tier participant agrees by submitting this proposal that, should the
proposed covered transaction be entered into, it shall not knowingly enter into any lower tier covered
transaction with a person who is proposed for debarment under 48 CFR Part 9, subpart 9.4, debarred,
suspended,declared ineligible, or voluntarily excluded from participation in this covered transaction,
unless authorized by the department or agency with which this transaction originated.
6. The prospective lower tier participant further agrees by submitting this proposal that it will
include the clause titled "Instructions for Lower Tier Participant Certification" including the
"Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion—Lower
Tier Covered Transaction," without modification, in all lower tier covered transactions and in all
solicitations for lower tier covered transactions and will require lower tier participants to comply with
2 CFR parts 180 and 1200.
7. A participant in a covered transaction may rely upon a certification of a prospective participant in
a lower tier covered transaction that it is not proposed for debarment under 48 CFR Part 9, subpart
9.4, debarred, suspended, ineligible, or voluntarily excluded from the covered transaction,unless it
knows that the certification is erroneous. A participant is responsible for ensuring that its principals
are not suspended, debarred, or otherwise ineligible to participate in covered transactions. To verify
the eligibility of its principals, as well as the eligibility of any prospective lower tier participants, each
participant may, but is not required to,check the System for Award Management Exclusions website
(https://www.sam.gov/).
8. Nothing contained in the foregoing shall be construed to require establishment of a system of
records in order to render in good faith the certification required by this clause. The knowledge and
information of a participant is not required to exceed that which is normally possessed by a prudent
person in the ordinary course of business dealings.
9. Except for transactions authorized under paragraph 5 of these instructions, if a participant in a
covered transaction knowingly enters into a lower tier covered transaction with a person who is
proposed for debarment under 48 CFR Part 9, subpart 9.4, suspended, debarred, ineligible, or
voluntarily excluded from participation in this transaction, in addition to other remedies available to
the Federal government,the department or agency with which this transaction originated may pursue
available remedies, including suspension or debarment.
Certification Regarding Debarment,Suspension,Ineligibility and Voluntary Exclusion—Lower
Tier Covered Transactions:
1. The prospective lower tier participant certifies,by submission of this proposal, that neither it nor
its principals is presently debarred, suspended,proposed for debarment, declared ineligible, or
voluntarily excluded from participating in covered transactions by any Federal department or agency.
2. Where the prospective lower tier participant is unable to certify to any of the statements in this
certification, such prospective participant shall attach an explanation to this proposal.
BUY AMERICA ACT
The APPLICANT will comply with the Buy America requirement(23 U.S.C. 313) when purchasing
items using Federal funds. Buy America requires a State, or Applicant, to purchase with Federal funds
only steel, iron and manufactured products produced in the United States, unless the Secretary of
Transportation determines that such domestically produced items would be inconsistent with the
public interest, that such materials are not reasonably available and of a satisfactory quality, or that
inclusion of domestic materials will increase the cost of the overall project contract by more than 25
percent. In order to use Federal funds to purchase foreign produced items,the State must submit a
waiver request that provides an adequate basis and justification for approval by the Secretary of
Transportation.
PROHIBITION ON USING GRANT FUNDS TO CHECK FOR HELMET USAGE
The APPLICANT will not use 23 U.S.C. Chapter 4 grant funds for programs to check helmet usage or
to create checkpoints that specifically target motorcyclists.
PROBLEM STATEMENT
2023 Impaired Driving Grant

Identify the traffic safety related problem or deficiency that the proposed grant is intended to correct.
Drivers are considered to be alcohol-impaired when their blood alcohol concentration(BAC)is.08 grams per deciliter
(g/dL)or higher.Thus,any crash involving a driver with a BAC of.08 or higher is considered to be an alcohol-
impaired-driving crash,and fatalities occurring in those crashes are considered to be alcohol-impaired-driving
fatalities.The term"driver"refers to the operator of any motor vehicle,including a motorcycle.
Impaired driving has perhaps the highest profile among all traffic safety issues. Alcohol countermeasure programs
have been vigorously pursued for decades with aggressive campaigns in both the public and private sectors. Despite
these efforts,impaired driving remains a highly difficult issue.
Ex#1 shows the locations of all Major Crashes in Hawaii County during 2021. At this time HCPD is not able to
complete a pin map solely identifying major crashes involving impairment. However high densities of all major
crashes can be seen specifically in highly populated communities. These areas will be specifically addressed with
community involved activities and enforcement. The use of grant funds to allow additional officers to focus on traffic
enforcement will help lower the number of crashes in High Injury/Fatality Corridors. The Traffic Services Program
Manager will work with the Department of Transportation to gather detailed injury and fatality crash information to
provide to District Commanders.
Alcohol-impaired-driving continues to be a dangerous behavior in Hawaii County. From 2019 to 2021,Hawai'i
County has experienced 66 traffic fatalities,and 42 or 63.63%involved a driver who was impaired by an intoxicating
substance. 8 were alcohol only,23 were drug only,and the yellow highlighted sections show 11 were a combination of
alcohol and drugs.The number of drug impaired fatal crashes is of great concern.
Drivers who are using substances other than alcohol are aware that a breath test alone will not provide evidence that
an intoxicant is present in their system. The rates of refusals in Hawaii County are at an unacceptable level. Ex#2
shows the overall refusal rate for Hawaii County was nearly one in four at 24.79%in 2021.This refusal rate masks
the true numbers of drivers using intoxicating substances,the Hawai'i County Police Department"HCPD"needs to
implement the E-Search'Warrant process to determine what substances are being used by that group of drivers. The
high cost to have blood or urine analyzed also inhibits the true numbers of drivers under the influence of alcohol and
drugs.
During FFY 2021 to 2022 HCPD instituted the electronic search warrant procedure to be used when probable cause
was established that a driver refusing to provide a breath,blood,or urine sample was under the influence of an
intoxicating substance. The implementation of this process has just started with support from the Prosecutors Office
and the Judiciary. The use and effectiveness of electronic search warrants will be evaluated over the remainder of the
FFY 2022 and continue on through FFY 2023.
Hawai'i County is over represented in both traffic fatalities and alcohol-impaired-related traffic fatalities. Ex#3
shows the High Injury/Fatality Corridors identified where major crashes and fatality crashes occur at the highest
rates and are a continued area of concern. Understanding where and when crashes are occurring helps for District
Commanders to determine how the officers in the Districts are being assigned.

Identify the traffic safety related problem or deficiency that the proposed grant is intended to correct.
There are many solutions to the problems of impaired driving as described above,but the Hawai'i Police Department
(HPD)believes that education,enforcement and community involvement combined make for strong deterrents against
driving impaired. Effective enforcement can be supported by training programs like ARIDE and DRE specifically
focused on drivers operating motor vehicles while under the influence of drugs and/or alcohol. HCPD will be
conducting ARIDE training and hosting a statewide DRE Instructor and DRE training. HCPD will also conduct 80%
or more of the sobriety checkpoints and saturation patrols in roadways identified as"Fatality Corridors"on Ex#3 or
tributaries that directly feed into them.

HCPD will reduce the number of fatalities related to alcohol .08+,drugs or combination of both from the 2019-2021 three-
year average of 16 to 15 by December 31,2023.
GRANT OBJECTIVES

for child restraints, enforcement activities, educational activities, etc.). Grant objectives should be stated in measurable
terms(i.e., a percent reduction, number of training to be held, number of roadblocks, etc.), be concise and deal with a
specific item, be realistic with a reasonable probability of achievement, and be related to a specific time frame(a "by"
date). Please notate baseline from which the reduction/increase will result.
To achieve the desired goals,HCPD will,by September 30,2023:
1.Conduct a combination of at least 165 impaired driving operations and/or coordinated operations with grant
funds including all major holidays and campaign periods. Overtime for grant funded traffic enforcement and
engagement operations conducted by appropriate department personnel. Engagement efforts include enforcement,
education and other traffic-related community involvement. An operation is defined as a single officer conducting
impaired driving saturations patrols,presentations,community outreach,etc. A coordinated operation is defined as
a coordinated effort with a minimum of 2-3 personnel.
2.Conduct at least 77 or more roadblocks and/or saturation operations with county funds.
3.Send three (3)representatives to attend the National Lifesavers Conference.
4.Send two(2)representatives to attend the National Intoxilyzer Users Group Conference.
5.Send two(2)representatives to the Borkenstein Alcohol Course.
6.Send two(2)representatives to the Borkenstein Drug Course.
7.Send three(3)representatives to attend the Drug Recognition Expert(DRE)Conference.
8.Send thirty(30)representatives to attend the DRE Recertification training on Oahu.
9.Send one (1)representative to the monthly Drug and Alcohol Intoxicated Driving working group Meeting on
Oahu.
10.Send four(4)representatives to the Quarterly Traffic Commanders meetings.
11.Distribute at least 4 impaired driving public service announcements to local media outlets.
12.Coordinate and host 1 DRE Instructor,DRE School and Certification Nights
13.Purchase 1,000 envelopes for e-search warrants for impaired driving cases from Docusign.
I4.Purchase(20)ATT First Net Cellular Services for all (20)DRE Tablets. These same tablets will be used to
apply for electronic search warrants related to OVUII offenses when the driver refuses to provide a breath sample.
15.Purchase(20) 100 count bags of Intoxilyzer 800 Preliminary Breath Test Instrument Mouth Pieces.
16.HCPD will provide ARIDE training to 40 officers.
17.HCPD will perform no less than 30 DRE Evaluations.

Using data gathered throughout the grant period, the grant manager will evaluate (1)how well the stated grant goals and
objectives were accomplished, and(2)was the grant cost effective? How are you going to show effectiveness of your
project? What will be the impact of the project on your identified problem and goal(s)? Provide details on the method of
evaluation. For on-going projects that have been funded for more than one year, also provide data to show what the project
has accomplished over the course of the years.
HCPD will properly document the total number of OVUII arrests and DUI arrests at checkpoints. Additionally,
properly document the total number of DRE Evaluations conducted in FFY 2023. Evaluate if HPD has obtained
the grant goal and objectives listed. TSS staff will conduct four Community Educational events providing
educational materials related to DUI prevention to community members. TSS staff will be tracking the location of
all DUI Grant operations and providing monthly updates to the District Commanders on the number of operations
conducted.

Personnel Costs
HCPD will conduct 165 a combination of Sobriety Checkpoints and Saturation Patrols throughout the grant period and on
all major holidays. These activities will be conducted on an overtime basis. Each checkpoint will be staffed with one(1)
supervisor and four(4)officers. Costs are estimated based on an average overtime hourly rate of$65 per hour for
supervisors and $55 per hour for officers.
HCPD will conduct(4)Grant Projects at Community Events during weekends and evenings outside of the regular work
schedule for educational purposes. These activities will be conducted on an overtime basis.Costs are estimated based on an
average overtime rate of$45.00 per hour.The TSS staff will man these projects and provide educational materials to the
community members who attend. Average hourly rates are used because exact overtime rates vary within the department
depending on rank and years of service. Which personnel will be staffing which event is undetermined at the outset of the
grant period. Hourly rates do not include fringe benefits.

Travel funds will be used for:
Sending(3)staff to the Lifesavers Conference to be determined,to to learn about the latest highway safety research,best
practices,and cutting-edge initiatives;and to explore innovative technology and strategies used to combat risky driving
behaviors and save lives. The Lifesavers Conference is also historically the world's largest gathering of leaders and advocates
in traffic safety.Now in its 41st year,the Lifesavers Conference will take place April 2-4,2023 in Seattle, WA. HCPD will
send one representative from the Area I TEU and one from Area I1 TEU and one from the Traffic Services Section.
Sending(2)to the Intoxilyzer Users Group Conference, is intended for officers and staff who use the Intoxilyzer during their
daily duties or Intoxilyzer Supervisors who must conduct bimonthly calibration tests,maintenance and cleaning. The training
provides specific and detailed information related to the science and engineering of how the instrument functions. The course
also prepares attendees for court testimony with extremely valuable facts and information regarding calibration and
understanding of Exception messages.
Sending(2)officers to the Borkenstein Alcohol Course,to provide attendees with detailed instruction on the basic alcohol
chemistry, pharmacology,physiology,principles of measurement of alcohol in blood and breath and the presentation of
alcohol in the courtroom.
The objective of HCPD is to strengthen and develop the knowledge base of the Traffic Enforcement Unit's Officers and their
ability. This course will provide new research and scientific information that will be shared to many officers through in-
service training,recruit training and daily communications. This will be very valuable with the potential lowering of the legal
limit of blood alcohol and providing officers with greater knowledge of the effects of alcohol impairment while operating a
vehicle. The overall goal of this training is to use the information to reduce the number of citizens seriously injured or killed
as a result of an alcohol impaired driver.

envelopes through the Docusign system. These envelopes allow officers to apply for a search warrant related to an impaired
driving investigation through an electronic means that has been tested with the Judiciary and Prosecutors.
CMI Intoxilyzer Supervisor training in Hawaii County. Each of the(8)disitricts has Intoxilyzer instruments in place that
must be tested twice a month in accordance with Hawaii Administrtative Rules. CMI is the DOT approved trainer of the use
and testing of the instruments.

800 Preliminary Breath Test Instrument mouth pieces. Purchase(20) DUI warning signs to be used at sign waiving
events in the communities in Hawaii County. Purchase(16) DUI Roadblock signs and stands to be used in areas

Budget Narrative
2023 Impaired Driving Grant
Grant No: 0
HCPD will use grant funding to host the DRE Instructor School and DRE School on Hawaii Island. The training will be held
predominantly at a facility owned by the County of Hawaii or Military Facilities that require no cost to use. The certification
nights will be held at a location to be determined at a later date and may require attendees to relocate to another district within
the county.
HCPD will use grant funds to pay travel expenses, per diem and excess lodging for Hawai'i County to:
1. Bring(6)DRE CADRE staff from other County Police Departments in the State of Hawaii and/or staff from the Hawaii
Department of Transportation to assist with the DRE School for four weeks.
2. Send(4)Hawai'i County DRE Instructors from out of District to teach the Instructor School in Hawai'i County
3. Send(4)Hawai'i County Officers from out of District to attend the DRE Instructor School as students in Hawaii County.
4. Send(10)Hawai'i County Officers to the DRE School and Cert Nights in Hawaii County. Five(5)of the officers are from
out of District and will need funding for per diem and excess lodging.
5. Send(30) Hawai'i County Officers and Staff to the DRE recertification training to maintain their certification status

Grant funding will be used to pay registration,travel expenses, per diem and excess lodging for HCPD to send(3)
Drug Recognition Expert officers to the IACP DRE Conference on a date to be determined. The IACP Impaired
Driving and Traffic Safety Conference (IDTS) is the largest training conference for drug recognition experts and
traffic safety professionals. This conference provides presenters and attendees with an opportunity to share and
learn promising practices and current trends in traffic safety as well as the science and information on alcohol and
drug-impaired driving. This training will provide a greater knowledge in the field of Drug Impaired Driving to an
already well-informed DRE Officers. The conference will provide opportunities for officers to discuss issues and
receive applicable training from experts in fields related to Drug Impaired Driving.
Grant funding will be used to pay registration,travel expenses, per diem and excess lodging for HCPD to send(2)
Drug Recognition Expert officers to attend the Borkenstein Drug Course. This course provides information on how
drugs effect human performance and impairment while driving. It focuses on the pharmacology of drugs most
frequently involved in suspected impaired driving cases, covering opioids, stimulants, CNS depressants,
hallucinogens,New Psychoactive Substances, (NPS),and the latest information on the impacts of cannabis on
driving. The course also discusses recommendations on testing procedures, scope, and cut-offs, as well as guidance
for effective testimony in these challenging cases. The instructors are internationally recognized for their
leadership in this area,presenting,testifying, and publishing extensively and excited about sharing this knowledge
with the participants.
