Re: Agreement with State of Hawai`i Department of Human Services
Enclosed is a resolution to enter into an agreement with the State of Hawai`i Department
of Human Services (DHS) for the Low-Income Home Water Assistance Program
(LIHWAP) which is funded through part of an emergency supplemental appropriation
from the Consolidated Appropriations Act of 2021 and the American Rescue Plan of
2021 to provide payments on behalf of low-income households for drinking water and
wastewater needs. DHS will pay benefits to LIHWAP eligible applicants through direct
credits into their wastewater accounts.

A. REQUEST:
Pursuant to Hawaii Revised Statute Section 46-7, a Resolution authorizing the Mayor to enter into a Vendor
Agreement with the State of Hawai'i Department of Human Services (DHS) for the Low-Income Home Water
Assistance Program (LIHWAP).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Environmental Management would like to enter into a vendor agreement with DHS to allow
DHS to pay benefits to LIHWAP eligible applicants through direct credits into their wastewater account.
LIHWAP funding is part of emergency supplemental appropriations from the Consolidated Appropriations Act of
2021 and the American Rescue Plan Act of 2021. The funding provides urgently needed payments on behalf of
low-income households for drinking water and wastewater needs.
Entering into this agreement with DHS will allow eligible wastewater customers to take advantage of this
program and receive much needed financial assistance.
