Re: Operating Budget
In the current Budget Ordinance 22-63, $574,390 is appropriated in the Beverage
Container Deposit Program account. Additional state funds in the amount of$22,709 are
being provided by the State of Hawai`i Department of Health to cover the increased cost
to operate the Certified Redemption Centers at select transfer stations.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Department of Environmental Management's Beverage
Container Deposit Program grant account, bringing the total appropriation to $597,099.

A. REQUEST:
To amend the FY22-23 Operating Budget, Ordinance No. 22-63, to increase the appropriation for the
Beverage Container Deposit Program grant as follows:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Fiscal Year 2022-23 budget for the Solid Waste Fund includes a grant from the State Department of
Health for the Beverage Container Deposit Program. The Department of Health is increasing this award for
FY22-23 by $22,709 to cover the increased cost of operating the Certified Redemption Centers (CRC's) at
select transfer stations. This brings the total award for FY22-23 to $597,099. This grant increase will allow
us to continue providing the CRC's at the Hawi, Honokaa, and Puako transfer stations.
