RESOLUTION NO. 76 23
A RESOLUTION APPROVING THE HAWAII STATE ASSOCIATION OF
COUNTIES' EXECUTIVE COMMITTEE SLATE OF OFFICERS.
WHEREAS,the Hawai`i State Association of Counties ("HSAC")Bylaws requires each
County Council to appoint one of its members to serve as an officer of the HSAC Executive
Committee, and to designate an alternate member; and
WHEREAS, Section 5 of the HSAC Bylaws requires that, in making the appointment,
each Council shall delegate to its appointees sufficient authority to formulate a proposed slate of
officers and alternates; and
WHEREAS, at its February 13, 2023, meeting,the HSAC Executive Committee
approved its slate of officers and alternates; and
WHEREAS,the HSAC Bylaws require each council to act on the slate of officers and
alternates proposed by the HSAC Executive Committee; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
HSAC Executive Committee officers are approved as follows to serve the remainder of the
current term:
President: Bernard P. Carvalho, Jr., Kaua`i County Council
Bill DeCosta(Alternate)
Vice-President: Tamara Paltin, Maui County Council
Shane M. Sinenci (Alternate)
Secretary: Tommy Waters, Honolulu City Council
Tyler Dos Santos-Tam (Alternate)
Treasurer: Heather Kimball, Hawai`i County Council
Jennifer Kagiwada(Alternate).

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the HSAC Executive Committee.
