Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 115, reports as follows:
Communication No. 115, transmitted by Mayor Mitchell D. Roth, dated February 15, 2023,
requests the Council's review and confirmation of the nomination of Sarah Gibbon to the Board
of Ethics.
Deputy Managing Director Bobby Command was present in the Kona Chambers to introduce
Ms. Gibbon, who was also present in the Kona Chambers.
Pursuant to Article 14, Section 14-5(a) of the Hawai`i County Charter, members of the Board of
Ethics shall be appointed by the Mayor with the approval of the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No.115, and recommends confirmation of the appointment of
Sarah Gibbon to the Board of Ethics.
