No. 132/Res No. 70-23 PLACE: Council Chambers Hilo, Hawaii TIME: 10:31 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 I i Your Committee on Finance,to which was referred Resolution No. 70-23,reports as follows: Resolution No. 70-23,transmitted by Finance Director Deanna Sako,via Communication No. 132 dated February 16, 2023, authorizes the Mayor to enter into a multi-year housing assistance payment contract with Kaloko Heights Affordable Housing LLLP, owner of Kaloko Heights Affordable Housing for the Section 8 Project-Based Voucher program as offered through a public notice dated December 5, 12, and 19, 2016 and February 18 and 19, 2019. Committee Member Holeka Goro Inaba asked Housing and Community Development Specialist Michael Yee to provide some background on this measure. Mr. Yee provided a brief introduction and explanation of this measure. Committee Member Michelle Galimba asked Mr. Yee who provides these housing vouchers, to which Mr. Yee replied that the property manager handles the screening process. However, basic eligibility and receiving the"OK"for an assisted payment comes from the department. Committee Member Cindy Evans stated that the resolution did not provide the location of this project and asked Mr. Yee to clarify where this project will be,to which Mr. Yee replied, "Yes,there's no address, but this will be in Kona off of Hina Lani Street." Committee Chair Matt Kaneali`i-Kleinfelder commented that he found it interesting that we have the resolution to form an agreement but we don't know the actual terms of the contract, and asked if this was standard practice to agree before knowing the terms,to which Mr. Yee replied that it was. Mr. Kaneali`i-Kleinfelder thanked Mr. Yee for being there. Ms. Evans stated that the resolution mentions that the Office of Housing and Community Development publishes notices in local newspapers accepting proposals and asked if this was just specifically to Kona. Mr. Yee replied that when they do that, it's a call out to anyone who wants a project-based voucher, and the project could be anywhere on the island and that anyone can apply. Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be approved by Council resolution.
