Your Committee on Finance,to which was referred Resolution No. 71-23, reports as follows:
Resolution No. 71-23,transmitted by Finance Director Deanna Sako, via Communication No. 133
dated February 16, 2023, authorizes the Mayor to enter into a multi-year housing assistance payment
contract with the property owners of the projects selected for the Section 8 Project-Based Voucher
program as offered through a public notice dated July 12, 19, and 26, 2021.
This resolution authorizes the Mayor to enter into a multi-year agreement for the following proposed
voucher projects: E Kama Mai Apartments, Hale Ola O Mohouli, Hualalai Court, Kamakoa Nui
Workforce Housing, and Kuakini Heights.
Committee Member Holeka Goro Inaba asked Housing and Community Development Specialist
Michael Yee if Resolution No. 70-23 and 71-23 were transmitted individually because it was put out
to public notice separately,to which Mr. Yee replied, "correct."
Committee Member Michelle Galimba asked Mr. Yee to explain these projects' locations. Mr. Yee
stated that E Komo Mai and Hale Ola O Mohouli are in Hilo; he was unclear on the site of the Hualalai
Court but noted that it was located in West Hawaii; Kamakoa Nui is in Waik6loa; and Kuakini Heights
is in Kona. Mr. Inaba later clarified that the Hualalai Court project is located in Hilo, off Hualalai Street.
Committee Member Jenn Kagiwada asked if these are existing projects or being built,to which he replied
that E Komo Mai Apartments is the only existing project.
Committee Member Cindy Evans asked, with the decline of newspaper readers, if the department plan to
publish these notices on their website, to which Mr. Yee replied that currently,the administrative rules
state that these notices get published in the West Hawaii Today and the Hawaii Tribune Herald, and
until we change those rules that's what they want to follow. He further stated that he agrees with
Ms. Evans, that trying to reach the public by those means is not the best way anymore. He did mention
that the department does post a lot on its social media pages.

Pursuant to Section 10-11,Hawaii County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year or more than one fiscal year shall be
approved by Council resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 71-23, and
recommends its adoption.
