Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 60-23,
reports as follows:
Resolution No. 60-23, transmitted by Council Member Susan L. K. Lee Loy, via Communication No. 122
dated February 8, 2023, authorizes the Director of Finance to enter into negotiations for the acquisition
of Tax Map Keys: 2-1-018:006, 007, and 010 situated in the District of South Hilo, also known as
Kaumaui, utilizing the Public Access, Open Space, and Natural Resources Preservation Fund.
The County seeks to acquire approximately 3.02 acres of land to protect natural resources and buffer
zones, and preserve, restore, and revitalize freshwater and anchialine ponds. The parcels are listed as
number two for purchase in the 2021 Annual Report of the Public Access, Open Space, and Natural
Resources Preservation Commission.
Council Member Susan L. K. Lee Loy explained that the resolution is the first of its kind in Hilo and
that Keaukaha has had a great need for its beach parks, especially after the lava flow that took place in
Puna.
Finance Property Manager Hamana Ventura briefly explained the process of acquiring conservation
easements. He further stated that this would be the first conservation easement in East Hawai`i.
Council Member Susan L. K. Lee Loy introduced an amendment, Communication No. 122.2, to clarify
that this resolution would authorize the Finance Director to enter into negotiations for the acquisition of
a conservation easement. All members voted unanimously in favor of passing the amendment.
Pursuant to Chapter 2, Article 42 of the Hawai`i County Code, the Director of Finance may be
authorized to enter into negotiations for the acquisition of property utilizing the Public Access,
Open Space, and Natural Resources Preservation Fund.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 60-23, as amended to Draft 2, and recommends its adoption.
