Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution No. 61-23,
reports as follows:
Resolution No. 61-23, transmitted by Finance Director Deanna S. Sako,via Communication No. 123
dated February 16, 2023, authorizes the Office of Housing and Community Development to award funds
to various nonprofit organizations for programs addressing housing and homelessness.
This measure proposes 16 grant awards to 13 different nonprofit organizations for a total of
$7,583,528.92 in funding that was derived from Tier Two property tax revenues.
Housing Administrator Susan Kunz and Division Manager Sharon Hirota were present in the Council
Chambers to answer questions.
Several Council Members voiced their concerns and made inquiries. Ms. Hirota explained the Request
for Proposals selection process for nonprofit organizations that would receive funds for programs
addressing housing and homelessness. Ms. Hirota stated that there were 13 organizations with 16
projects that would receive funding, and noted eight organizations did not get funding.
Council Member Rebecca Villegas stated her extreme concern that certain organizations were not
getting funding, and added her dismay that HOPE Services would be receiving 37 percent of the
funding. Committee Chair Inaba requested that information for the organizations that did not receive
funding be provided to Council Members.
Pursuant to Section 2-139(a)(3)(A) of the Hawai`i County Code, the Office of Housing and Community
Development may be authorized to provide grants to various nonprofit organizations to provide
initiatives and programs addressing housing and homelessness.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 61-23, and recommends its adoption.
