<br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
<br /> AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
<br /> DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAAUA YOUTH
<br /> FOUNDATION,INC., FOR THE 2023 HONOKA`A WESTERN WEEK FESTIVAL.
<br /> WHEREAS, Hdmakua Youth Foundation, Inc., (HYF) is a 501(c)(3) nonprofit
<br /> organization whose mission is to provide Hdmdkua youth the support and guidance essential to
<br /> positive growth by opening doorways to the world and sharing life skills rooted in the Hawaiian
<br /> values of kuleana, aloha, laulima(working together), and mahalo; and
<br /> WHEREAS, HYF is partnering with the Honoka`a Business Association to organize the
<br /> 2023 Honoka`a Western Week festival, which is a celebration of paniolo culture that fosters a
<br /> true sense of community, tradition, and pride; and
<br /> WHEREAS,this annual event, sidelined by the COVID pandemic, has been attended by
<br /> thousands of Hawaii Island residents and visitors and has increased economic tourism for
<br /> Hawaii Island by promoting Honoka`a town as a tourist destination; and
<br /> WHEREAS, the 2023 Honoka`a Western Week festival will be held May 19-29 and will
<br /> educate and bring awareness of the rich and diverse cultural resources of Hawaii Island, making
<br /> positive contributions to the quality of life for its residents and visitors; and
<br /> WHEREAS, events and activities during the festival include a parade, arts and crafts,
<br /> block party, food booths, hula competition,performances, rodeo, historical photo displays, and
<br /> paniolo music; and
<br /> WHEREAS, HYF is requesting funds to help with advertising, marketing coordination,
<br /> shuttle van, special-duty police officers, miscellaneous equipment rental, and other expenses
<br /> related to site preparations; and
<br /> WHEREAS, the Department of Parks and Recreation supports this outreach event as it
<br /> falls within its Culture and Education program to promote,perpetuate, and encourage activities
<br /> and programs in culture, art, history, and humanities; and
<br /> WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code,
<br /> Contingency Relief funds shall be transferred to an accepting County department/agency via
<br /> resolution identifying the nonprofit organization and the specific program, project, event, activity,
<br /> service, equipment, materials, or supplies for which the grant shall be used; now,therefore,
<br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
<br /> Contingency Relief funds from Council District 1 will be appropriated to the Department of
<br /> Parks and Recreation to provide a grant to Hasndkua Youth Foundation, Inc., to help fund the
<br /> 2023 Honoka`a Western Week festival.
