A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND SOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST THE BIG ISLAND INVASIVE SPECIES COMMITTEE WITH EXPENSES TO CONTROL ICONIA CALVESCENS IN HAAUA. WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist people of the Big Island in achieving sustainable development while caring for and appreciating their natural 4 environment to ensure broadened economic opportunities, enriched communities, and better lives; and I WHEREAS,Miconia calvescens(Melastomataceae) is on the Hawaii State Noxious i Weed List and is an extremely invasive species of tree from South America that matures quickly, has a shallow root system, shades out nearly all other forest plants, and increases the possibility of erosion and landslides; and WHEREAS, BIRCDC will partner with the Big Island Invasive Species Committee (BIISC) to support its efforts to control Miconia calvescens in Hdmdkua; and WHEREAS, BIRCDC is requesting funds to provide BIISC with equipment and supplies to be used to control and to prevent further movement of miconia found in the gulches on the Hdmdkua coast; and WHEREAS,the Department of Research and Development supports initiatives to identify and maximize the use of affordable and environmentally appropriate control of invasive species; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 1 will be appropriated to the Department of Research and Development to provide a grant to Big Island Resource Conservation and Development Council to control Miconia calvescens in Hdmdkua. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below:
