HomeMy WebLinkAboutRES 088 Draft 01 2022-2024A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HĀMĀKUA YOUTH FOUNDATION,
INC., FOR THE 2023 HONOKA‘A WESTERN WEEK FESTIVAL.
WHEREAS, Hāmākua Youth Foundation, Inc., (HYF) is a 501(c)(3) nonprofit organization whose mission is to provide Hāmākua youth the support and guidance essential to positive growth by
opening doorways to the world and sharing life skills rooted in the Hawaiian values of kuleana, aloha, laulima (working together), and mahalo; and
WHEREAS, HYF is partnering with the Honoka‘a Business Association to organize the 2023 Honoka‘a Western Week festival, which is a celebration of paniolo culture that fosters a true sense
of community, tradition, and pride; and
WHEREAS, this annual event, sidelined by the COVID pandemic, has been attended by thousands of Hawai‘i Island residents and visitors and has increased economic tourism for Hawai‘i Island
by promoting Honoka‘a town as a tourist destination; and
WHEREAS, the 2023 Honoka‘a Western Week festival will be held May 19-29 and will educate and bring awareness of the rich and diverse cultural resources of Hawai‘i Island, making positive
contributions to the quality of life for its residents and visitors; and
WHEREAS, events and activities during the festival include a parade, arts and crafts, block party, food booths, hula competition, performances, rodeo, historical photo displays, and
paniolo music; and
WHEREAS, HYF is requesting funds to help with advertising, marketing coordination, shuttle van, special-duty police officers, miscellaneous equipment rental, and other expenses related
to site preparations; and
WHEREAS, the Department of Parks and Recreation supports this outreach event as it falls within its Culture and Education program to promote, perpetuate, and encourage activities and
programs in culture, art, history, and humanities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 1 will be appropriated to the Department of Parks and Recreation to provide
a grant to Hāmākua Youth Foundation, Inc., to help fund the 2023 Honoka‘a Western Week festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
