A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE MONARCH
FESTIVAL FOR EXPENSES RELATED TO THE 60TH ANNUAL MERRIE MONARCH FESTIVAL.
WHEREAS, The Merrie Monarch Festival is a 501(c)(3) nonprofit organization that perpetuates the memory and legacy of King David Kalākaua through an internationally renowned annual celebration
of hula and Hawaiian culture; and
WHEREAS, as a result of the COVID-19 pandemic, the festival was cancelled in 2020 and modified in 2021 and 2022, thus creating a disruption in the normal financial structure and operations
to sustain the event; and
WHEREAS, the festival will be held from April 9th-15th, 2023, and include an invitational arts fair, cultural demonstrations, hula performances, and a parade that showcases the many
cultures of Hawai‘i; and
WHEREAS, The Merrie Monarch Festival is requesting funds for expenses related to the 60th Annual Merrie Monarch Festival, which include, but are not limited to, safety supplies, equipment,
and security services; and
WHEREAS, the Department of Parks and Recreation provides and facilitates a wide variety of services to meet the needs of the community while maintaining the cultural uniqueness of Hawai‘i’s
rich heritage, diversity, and the aloha spirit; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 3 will be appropriated to the Department of Parks and Recreation to provide
a grant to The Merrie Monarch Festival for expenses related to the 60th Annual Merrie Monarch Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
