Your Committee on Finance,to which was referred Bill No. 35,reports as follows:
Bill No. 35,transmitted by Finance Director Deanna Sako, via Communication No. 155 dated
March 3, 2023, amends Ordinance No. 22-63, as amended the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2023.
This bill increases revenues in the State Grants—Beverage Container Deposit Program account
($22,709); and appropriates the same to the Beverage Container Deposit Program account, bringing
the total appropriation to $597,099. These additional funds will be used to cover increased costs
required to operate the Certified Redemption Centers at designated Solid Waste transfer stations.
Committee Member Rebecca Villegas provided comments in support of this measure.
Committee Chair Matt Kaneali`i-Kleinfelder asked the Environmental Management Deputy Director
Brenda Iokepa-Moses and Environmental Management Business Manager Robin Bauman how much it
costs to run the Beverage Container Deposit Program,to which Ms. Bauman stated that the cost came in
at just under$600,000, bringing the appropriation total to $597,099, and clarified that this measure was
a reimbursement from the State to cover the County's cost.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 35, and recommends its
passage on first reading.
