I support Bill 22 only if it contains the following:
1. NACA(National Animal Control Assoc)did an assessment 21 years ago making solid recommendations that were NEVER
implemented. One strong recommendation was to have an Oversight Committee due to the many infractions causing the off the charts
Kill-Rates of the pet species animals. This new agency MUST have oversight made up of one person from each district who are involved
with animal welfare.
2.The current Animal Laws must change,otherwise it will be business as usual. Currently,a stray,unlicensed dog can be killed within 48
hours of impound. It takes 5-7 days for rescue organizations to find an owner and reunite the pet with the owner. 48 hours is not enough
time.
3.The new agency's charter must include Animal Population Management--humane measures,such as,spay/neuter,Trap/Neuter/Return,
Adoptions,Transports,etc which typically are not included in any laws. IF the new agency only follows the laws as their charter,just like
HPD/AC is doing now,animals will still die at a high rate and pet owners will be wondering what happened to their beloved family member
who strayed away during a storm or during fireworks--never to be seen again.
