The language of Draft 3 makes the original intent clear:to put a stop to the multiple extensions of time being requested by(and granted to) developers who may or may not have(or had)the actual intention (or the financial capability) of building their rezoning projects within the time frame they originally promised. Bill 194 has language to allow for the Council to consider an extension of time, should there be legitimate extenuating circumstances for any applicant who makes good-faith efforts and applies within the original time frame.
