REQUESTS A DISCUSSION WITH THE PLANNING DEPARTMENT REGARDING THE STATUS OF THE ZONING AND
SUBDIVISION CODE UPDATEStit

Councilors,
My dear brother, Bruce Hunt,was the senior long range planner for Spokane County(WA State)for many years- until
(then)WA. St. Governor Christine Gregoire asked Bruce to move to the Washington State Department of Commerce, and
oversee both counties'and cities'compliance with the state's Growth Management Act and difficult planning and zoning
matters for those same jurisdictions.
I have personally been directly involved in Comprehensive Plan development and revisions in Idaho,where I lived for 35
years prior to my move to Honoka'a, Hawaii.
In all of my experiences related to Comp Plans and zoning &ordinance matters,those ordinances ALWAYS followed from
the goals and objectives of the Comprehensive Plan. Further,all zone change requests,variances, and development
proposals were required to demonstrate not only code compliance, but also to demonstrate how the request or proposal
met the goals and objectives of the Comp. Plan. Proposals that did not meet that task were either not permitted or were
commonly overturned through legal appeals.
Thus, it is with both direct knowledge and experience that I wish to stress the importance of completing Hawaii County's
Comprehensive Plan BEFORE new zoning and subdivision code updates occur.
If your wish is to avoid unnecessary,costly,time consuming litigation on matters related to zoning,variances,and codes
from both developers and opponents,you really need to ensure that you have built a solid foundation for our county.
It is in the interest of developers, builders,owners,communities, and existing residents that our zoning codes and
ordinances be developed (changed)AFTER our Comp Plan revision is finished,and that the subsequent codes and
ordinances meet the Comp Plan goals and objectives.
Please require that our planning department and our Mayor do this correctly!
