Aloha kakou e County of Hawaii Council,
My name is Cienna-Lei Daog, I am a current graduate student of the Tropical Conservation
Biology and Environmental Science program at the University of Hawaii at Hilo: I was born and
raised here on the Big Island and spent my entire educational career here as well. I am writing
this to express my support for Bill 18 which aims to be transparent with the allocation of
affordable housing.
This bill provides a clear and concise understanding of the eligible requirements for those who
are considering applying for affordable housing. However, there is no section describing the
length of processing for obtaining affordable housing. Knowing the contingencies of process
provides residents a notice of how long they may need to wait, when they will need to apply, and
if it is worth waiting for affordable housing.
Given the current wait time of approximately 2 to 5 years for housing availability, applicants
should be able to obtain their status of their qualification or position on the list at least 90 days
after applying. Complete transparency is needed to eliminate any confusion and help residents
prepare for alternative outcomes.
