Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 145, reports as follows:
Communication No. 145, transmitted by Mayor or Mitchell D. Roth, dated March 3, 2023, requests

the Council's review and confirmation of the nomination Tsing Young to the Kailua Village
Design Commission.
Executive Assistant to the Mayor Pomaika`i Bartolome was present in the Hilo Chambers to
introduce Ms. Young, who was present in the Kona Chambers.
Pursuant to Chapter 25, Section 7, Division 1, Section 25-7-2 of the Hawai`i County Code,
members of the Kailua Village Design Commission shall be appointed by the Mayor with the
approval of the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 145, and recommends confirmation of the appointment of
Tsing Young to the Kailua Village Design Commission.
