Dear Chairman Arakaki and Council Members:
It is my pleasure to submit the nomination of Tsuyoki Nakashima of Kona to the
Hawaii County Liquor Control Adjudication Board to replace Rudolph C. Hart of
Hamakua, whose term of office will expire on December 31, 1999.
Mr. Nakashima is a lifetime resident of Hawaii and has been retired since 1990.
Prior to that, he was employed as a salesman at Big Island Toyota (1986-1990).
He is a member of the Lions Club of Kona and the Central Kona Youth Athletic
Association. He states that he has no political party affiliation.
If approved, Mr. Nakashima will serve a term to end December 31, 2004. Should
the Council have any questions regarding this nomination, you may call me at
your convenience.

RE: Communication No. 548 Nomination of Tsuyoki Nakashima of Kona to the
Hawaii County Liquor Control Adjudication Board to replace Rudolph C. Hart of
Hamakua, whose term of office will expire on December 31, 1999.
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
