Kimball, Chairperson --+ And Members of the Hawaii County Council From: Jennifer Kagiwada, Council MemberZ a Council District 2 South Hilo Re: Complete Streets Implementation I respectfully request approximately 45 minutes for a discussion with the Managing Director and relevant Departments regarding the status of County of Hawai'i roadwork in alignment with State of Hawaii Complete Streets Policy and the County of Hawaii Street Design Manual. Hawaii Revised Statutes (HRS), section 264-20.5 (2009)requires the State of Hawaii and Hawaii County to adopt complete streets policies that seek to reasonably accommodate convenient access and mobility for all users of the public highways, including pedestrians, bicyclists, transit users, motorists, and persons of all ages and abilities. Furthermore,this section states that the complete streets policy shall apply to new construction, reconstruction, and maintenance of highways,roads, streets, ways, and lanes located within urban, suburban, and rural areas. In 2011,the Hawaii County Council approved Resolution No. 171-11 Draft 2 to support establishment of a Complete Street Policy in our County. In December, 2020,the Hawaii County Council passed Resolution 779-20 adopting the County of Hawaii Street Design Manual to guide the implementation of complete streets and multimodal design principles for Hawaii County roadway projects. The purpose of this discussion is to ask the Administration to ensure steps are in place for project alignment with HRS Section 264-20.5 and the County Street Design Manual. Please place this item on the appropriate committee agenda for April 18, 2023. Thank you.
