Re: Resolution for multi-year agreement �n
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a multi-year agreement for the addition of a"Command Central Community"module
to the Police Department's current records management system. This module will allow
the implementation of"on-line reporting" in which individuals may report minor crimes
and non-crimes on-line, freeing up officers to tend to higher priority issues. The cost for
the module will be approximately $66,750 over five years.

A. REQUEST:
Enter into a multi-year contract with Motorola to add "on-line reporting"functionality to our current records
management system (RMS) "Motorola Flex". Add the module"Command Central Community"to our current
RMS system to allow members of the public to report minor crimes and non-crimes on-line. The cost is
$66,750.00 over five years, $13,950.00 in year one and $13,200 for years two-five.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Police Department currently has no self-service mechanism for members of the public to report
minor crimes and non-crimes such as low value thefts where the suspect is not known or lost property.
Members of the public must call into police dispatch to report these crimes and an officer must be dispatched
to respond. Many of these crimes have no suspect or no viable way to solve them and are reported for the
purposes of record keeping. These calls for service take valuable time away from officers on the beat and
members of the public are often forced to wait for extended periods of time as these calls are of low priority
and are often preempted by more serious calls for service.
The Department would like to implement an on-line reporting system where these calls for service can be
completed on-line by members of the public. These calls will still be reviewed and if any additional.
information or follow-up is required it will be completed by an assigned officer.
