Re: Resolution Creating Positions
Enclosed is a resolution creating one new Water Safety Officer V position and one new
Clerk III position for the Hawai`i County Fire Department. The County of Hawai`i was
awarded funding from the State of Hawai`i Department of Land and Natural Resources to
be used for costs associated with Kua Bay and Hapuna Beach ocean safety which will
partially fund the Water Safety Officer V position and fully fund the Clerk III position. N

A. REQUEST:
Creation of a Water Safety Officer V(Branch Chief) Position for Ocean Safety
To be funded partially by the County (75%) and partially by the State Ocean Safety Grants for
Hapuna and Kua Bay (25%).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Fire Department is seeking to create two new positions for which funding has already been
located and approved through Deanna Sako in finance. These positions are a Water Safety Officer V and a
Clerk III for the Ocean Safety Branch of the Hawaii Fire Department. This B-52 covers the WSO-V position.
An Ocean Safety Officer V is an essential role for ensuring the safety of beachgoers and the efficiency of
lifeguard operations. With 62 lifeguards under their supervision, this officer would provide critical leadership,
oversight, and support to ensure that each beachgoer is protected from the dangers of the ocean. This
position would be responsible for providing training, resources, and guidance to the lifeguards under their
supervision and oversight of all lifeguard operations in Hawaii County. By ensuring that each lifeguard is
adequately trained and equipped, the Ocean Safety Officer V would be instrumental in maintaining the
highest level of safety for all beachgoers.
Additionally, the Ocean Safety Officer V would play a critical role in coordinating with the supervisory captains
and the lieutenant to develop and implement effective safety protocols, ensuring that all lifeguards are
following proper procedures and are adequately prepared to handle any emergency situations that may
arise. With the combination of their expertise, training, and experience, the Ocean Safety Officer V would be
the perfect candidate to provide the leadership and guidance needed to ensure that the beach is a safe and
enjoyable place for everyone.'Therefore, this position is essential to ensure that all lifeguards are performing
their duties effectively and that thebeach is as safe as possible for all visitors. The Hawaii Fire Department
seeks your approval in the creation of this position.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawaii Fire Department is seeking to create two new positions for which funding has already been
located and approved through Deanna Sako in finance. These positions are.a Water Safety Officer V and a
Clerk III for the Ocean Safety Branch of the Hawaii Fire Department. This B-52 covers the Clerk III position.
A clerk dedicated to supporting the clerical needs of the lifeguard team would be a valuable addition to the
beach safety operation. The primary responsibility of the clerk would be to handle the administrative and
clerical tasks associated with managing the records and documents related to the lifeguard team's activities.
The clerk would be responsible for organizing and maintaining records of lifeguard certifications,training,
and performance evaluations, ensuring that all records are up-to-date and accessible to the appropriate
individuals. This would not only help to streamline operations but also ensure compliance with relevant
regulations and safety standards.
In addition to managing records, the clerk would provide administrative support to the lifeguard team, including
scheduling and coordinating training sessions, meetings, and events. This would help ensure that lifeguards
have the necessary resources and support to perform their duties effectively and efficiently.The clerk would
also provide general office support to the Ocean Safety Officer V, supervisory captains, and the lieutenant.
This may include answering phones, responding to emails, and processing paperwork.
Overall, the addition of a clerk to support the clerical needs of the lifeguard team would provide significant
benefits to the beach safety operation. By ensuring that records are organized, up-to-date, and accessible,
the clerk would help to maintain the highest level of safety for beachgoers while also supporting the efficient
operation of the lifeguard team.
