REQUEST: The Hawaii Police Department is respectfully requesting acceptence of$26,000 in donated funds from Hawaii Island K9 Association to replace kennels, gates, and fence valued at$21,000. We are further requesting the acceptence of funds to purchase Scentlogix synthetic training aids for our Narcotic Canines valued at$5000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Hawaii Island K9 Association is a non-profit organization that assist in supporting canine programs on Hawaii Island. They recognize that the Kealakehe Police Station has been operational since 1988 and that our canine kennels need serious repair. The kennels house anywhere from 3-5 canines on a daily basis. Over the years the kennels have become rusty and unstable,which creates possible hazards to our canines and handlers alike. Currently one of the main support posts has rusted through and snapped causing the closure of one of the two access points. Numerous other posts are close to the same condition. They also recognize the need for updated training devices. Scentlogix synthetic training aids provide numerous advantages as compared to actual narcotics. Scentlogix synthetic training aids mimic the odor of illicit drugs that our Narcotic Canines are trained to detect. These synthetic training aids provide a safe setting for both Handler, Canine, and Trainer. Specifically,fentanyl is well documented in hazardous exposures to law enforcement officers. In addition to providing a safer training environment these training aids mimic a large quantity of the narcotic. Narcotic canines should regularly train with varying amounts of the specific drugs to ensure the canine team can detect both minute odors as well as large amounts. An uneducated observer would speculate that if a narcotic canine can detect a small amount of drugs it should by default be able to detect large quantities. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
